Victor "Vic" Weems is a publicist living in Champion City who was hired by the superhero Captain Amazing some time before 1979. He got Captain Amazing many large endorsement deals including an endorsement by PepsiCo. In 1999, after Captain Amazing runs out of worthy villains to fight and his sponsors begin to leave, Vic struggles to find adequate replacements, but to no avail. After a battle between Captain Amazing and the Red Eyes gang, Captain Amazing complains to Vic about the poor substitute to his lost Pepsi endorsement and the less than thrilling story his latest triumph would make in the news. Vic tells him that he can't work miracles, reminding him that he needs big fights and that all of his enemies are either dead, locked up or in exile.
